Opening a New Business in Palatine

Every business within the Village of Palatine is required to obtain a Village Business License (unless exempted by State law).  The business license process ensures that the health, safety, and welfare of business owners, employees, customers, and the general public are protected.  In addition, it ensures that a business complies with the Village's applicable rules and regulations.  If you are interested in opening a business in the Village of Palatine, please review the steps below.

Zoning Verification

Prior to submitting a Business License Application, it is recommended that you contact the Village's Planning & Zoning Division, at (847) 359-9046, to confirm that your business is permitted at the proposed location. 

Applying for a Business License

Following confirmation that your business is permitted in the proposed location, you can then submit a Business License Application.  Home based business licenses may be applied for online through the Villages Citizen Self-Service Portal.  Information on creating an account and applying can be found here

Depending on your proposed business, you may also be required to apply and/or register for the following:

  • Food Dealer Permit: Please contact the Environmental Health Department at (847) 359-9090.
  • Food and Beverage Tax: Please contact the Finance Department at (847) 359-9081.
  • Liquor License: Please contact the Village Manager's Office at (847) 359-9031.
  • Fire Inspection: Please contact Fire Prevention at (847) 359-9029.

Business License Fee

The Business License fee will vary based on the type of license(s) you are applying for.  Prior to the Village issuing a Business License, the applicable fee must be paid.  For more information please review the Business License Fee Schedule (PDF).

License Approval

Certain types of businesses require the establishment to undergo and pass an inspection from one or more of the Village of Palatine Departments. Common inspections are conducted by the Departments of Building & Inspections Services, Fire Prevention, and Environmental Health. In the event that the business did not pass any or all of the inspections, it is imperative that any outstanding issues are resolved before your license is issued.  After inspections are completed and approved, licenses are issued by the Village and mailed to the business location, unless otherwise instructed. Business license(s) must be posted in a conspicuous location within the business establishment.

Operating a Business Without a License

The Village's Code of Ordinances requires that no business activity take place without first obtaining the required license(s).  A pending business license application does not allow you to operate. 

Renewing Your Business License

On December 31, 2025, your existing Village of Palatine 2025 Business License will expire.  Home based business licenses will be able to renew through the CSS portal.  

All other business license holders  will receive a renewal notice from the Village in early January, 2026.  The renewal notice will include payment instructions. Be sure to renew no later than January 31, 2026. Renewals after February 1, 2026, will be assessed an additional 50% penalty fee.
