Untitled Motor-Driven Vehicle Regulations

In response to the growing use of electric bikes and scooters, the Palatine Village Council adopted new regulations on September 15, 2025 to ensure their safe and responsible use across the Village. These rules are designed to align the responsibilities of E-Bike and E-Scooter riders more closely with those of other motor vehicle operators. Find a copy of the ordinance here.

Beginning September 15, 2025, the following regulations will apply to motorized/electric bicycles (E-Bikes) and motorized/electric scooters (E-Scooters):

In order to use E-Bikes and E-Scooters on streets in the Village of Palatine, riders must have completed a driver's education course, have a valid driver's license, or be over the age of 18.

  • E-Bike and E-Scooter riders must follow the rules of the road.
  • E-Bike and E-Scooters are not allowed on sidewalks.
  • Riders of E-Bikes and E-Scooters cannot operate on public property (other than Village streets) and County or State highways.
  • At night, E-Bikes and E-Scooters must have a front light visible from 500 feet and a red rear reflector or light visible from at least 50 feet.
  • E-Bikes and E-Scooters shall not be used while distracted (e.g., using a phone, carrying anything that prevents control such as a package or other objects, etc.)
  • E-Scooters must be equipped with a working brake.
  • Riders must wear helmets.
  • Exemptions apply for persons with disabilities.

These regulations do not include electronic toys such as battery-powered device designed for children under 8. These toys have a max speed of 10 mph. Examples include: Razor® scooters and Power Wheels™.

Penalties for Violations

During the fall of 2025, the Village will focus on education and community outreach. Enforcement of the ordinance will begin in the spring of 2026.

Riders in violation may be ticketed by the Palatine Police Department. Fines can be issued up to $50 for violations of these ordinance regulations. Additional fines may apply for other violations or offenses.

Individuals who do not meet the requirements and are found operating E-Bikes or E-Scooters in violation of the Village regulations must be collected by a parent or guardian after being stopped by the Police. If a parent or guardian is not immediately available, minors may be taken into the Palatine Police Station until a parent or legal adult responsible for the rider is able to pick them up.

Off Road Vehicles

Please note that under the Illinois Vehicle Code, off-road vehicles such as electric dirt bikes, off-highway motor bikes, and all-terrain vehicles may only be operated on private property with the permission of the property owner. Individuals who use these on public property, including on sidewalks, parks, and streets, are subject to ticketing and fines.
